Sponsored by the Vermont Agency of Transportation (VTrans) and the Federal Highway Administration (FHWA), the Vermont Local Roads Program provides information, training and technical assistance to cities, towns and villages in Vermont. This is done through seminars and workshops, distribution of materials and technical assistance to fulfill service requests.

Mission
To foster a safe, efficient, and environmentally sound surface transportation system by improving the skills and knowledge of the municipal transportation workforce and decision makers.

Funding
FHWA provides core funding. The Vermont Agency of Transportation provides about 65 percent of program funds.
History
In 1982, the US Congress appropriated funds for the Federal Highway Administration (FHWA) to provide information, training and technical assistance to rural agencies with road and bridge responsibilities.
In 1992 the program became known as the Local Technical Assistance Program (LTAP). Since 1995 there have been 57 Centers one in each state, Puerto Rico and six Native American Centers. Each Center provides at least the following minimum services:
- Maintain a mailing list
- Publish a quarterly newsletter
- Furnish technology transfer materials
- Provide technical information
- Conduct training
